Should we expect to hear back from the Harvard FLAS Fellowship committees before April 15th? I really don't want to commit to something before I know how much it will cost.

If you don't have an academic preference for one program over the other, and if the money they offer is the same, then I'd go with Harvard. I think Boston is a better city than Chicago. Also, while UChicago has a stellar reputation, it doesn't have the same name recognition as Harvard, especially internationally. I know that these are superficial factors, but if you can't decide based on substance or financial aid, then there's not much else left to judge. That being said, I am no expert in your intended field of study, so there may in fact be significant differences between programs in terms of academic strength, job placement, etc.

Yeah, it's safe to say that if you haven't heard from the program by now, you're probably not going to get an acceptance. Sorry to be the bearer of bad news, but I guess its better than sitting and worrying for another week. As for financial aid, I'm still waiting on that. The letter should come sometime this week I think.

The initial notification came from the program's general email address. Later, I also received an email from GSAS, which contained a link to the official decision letter posted to their online application portal.

I did hear back. It was an unofficial acceptance email; official acceptances will come later I'm being told. Judging by previous acceptance dates, the last two weeks of February is usually when they send out favorable decisions. That being said, I'm not sure if this means that they've already selected all the candidates. What's your background? Did you get an interview?
