After I read the webpage from BC, I feel its physics program is not very bad, but its ranking from usnews is very low. Is there somebody from the department of physics at BC? They have some of the best experimental condensed matter physicists and that's about it. So obviously the "general physics" ranking is going to be pretty low for such a 1-dimensional school.
