Rice University Theoretical Chemistry

I think it would be helpful if you gave some more information about your interests within theoretical chemistry.  Even though theoretical chemistry isn't the largest field of chemistry, there are still several different branches.  For instance, if you are interested in doing DFT calculations, I wouldn't go to a program where the research is based mostly on molecular dynamics simulations and vice versa.  Similarly, if you are one of the few interested in the analytical (more pen and paper) side of theoretical chemistry, I wouldn't go to a school where almost everyone is doing computational research.

 

If you are unsure of what you want to do, it might be best to look at the larger schools you listed as they will have more options in more of the different subfields.

 

In terms of Rice specifically, I would say their strength in theoretical chemistry leans more towards the statistical mechanics/molecular dynamics/protein folding side of things.  An exception is Gustavo Scuseria who contributes to Gaussian and is a big name on the DFT/electronic structure side of things.
