Unless the programs overlap, it's unlikely the program would know. Unless you are talking about a bad fit at a different school? Especially if you weren't one of their top choices when they accepted you. But if they loved you, then I can see them letting bygones be bygones. Worth a shot though. I declined the school I went to undergrad at, and I was told I could always come back after my masters if things didn't work out. Most of my programs that I applied to were super nice and I think the same thing would apply. I think it really depends on the department though.
