GRE-309(149/160),TOEFL-99 Should i retake to land in a good PhD admit ?

TOEFL (R-21,S-22,L-26,W-30)

Is my GRE and TOEFL score too low  ? 

I am thinking of Retaking GRE and TOEFL , since i want to pursue PhD.

Do i need to retake TOEFL since i have low speaking and reading score ? Would it hamper my chances of gaining teaching assistant or research assistant position ?

It depends on what range of schools you intend to apply to, but both the TOEFL and GRE may be below hard cut-offs at some schools (310 for GRE and 100 for TOEFL). The combination of a low TOEFL and low verbal score would raise questions about your English language skills (especially for a TA position). I would definitely retake both. You did very well on the TOEFL writing part, by the way. Well done!

Unless you're planning to apply to Harvard, Yale, MIT and top tier 1 universities and would want to be considered for TA's then retake. Otherwise going for a retake for other universities is a joke, im sorry. But your scores are above average and are competitive.

I seriously disagree with the previous poster. You should check out the English language requirements for the universities you are applying to. Many of them will require a 100 at the TOEFL (some even 110). These requirements are usually not flexible. At all. Your application might not even be considered because of missing the 100/110.

This person has no idea what they are talking about. I agree with Kleene. Grad school is very competitive and even more so if you're international. Your quant score is great. But the verbal is below average and I'm afraid that might be held against you.
