Admission criteria for Phd in Economics

I am planning to apply for a phd in economics to some of the decent ranked universities in usa like ohio state,penn state, michigan university etc. My gre scores are 154 in verbal,164 in quant and 4 in writing. Are these scores good enough for the universities mentioned above or do i need to consider taking the exam again?also what other aspects of my application will be important for these universities??
