Summer language study as part of a package

I already posted this on the history sight, but is it within the realm of possibilities that someone could ask the graduate department for funding for the summer prior to entrance in the program to take an intensive language course?  I've already missed the FLAS deadline for this summer but the language institute would be a great help to my studies.  Just a thought.

I think it varies, inevitably, with departments and programs. I know that for language programs, remedial language summer classes are offered if you aren't up to snuff. Whether or not that's paid for is also a little iffy, depending on school/funding availability/program. If I were you, I'd ask your department directly on the likelihood of a fully covered summer language course. Either way, I hope it works out for you! Good luck!

[Edit: I forgot to mention that there are a number of universities abroad that offer summer intensive courses to graduate students. I suggest looking into that, too.]

You could try to justify it as research funding and get some support either from your department or from your academic division that way, but I'm not sure if it would work, especially before you started the program. I used Title VIII to fund my intensive language courses, but that was for Romanian and I don't know if your intended language falls under Title VIII or not.
