is there Anyone who know how to get admission in UBC?

i'm planning to apply in M.A.SC Program, ECE, UBC(University of British Colombia) in Canada.

low GPA(3.6/4.5), Not tested TOEFL yet and in non-English speaking nation, but have essential skills,

Research experience at Computer Vision for 2 years and i'm going to publish the paper on domestic journal(if grow up my English skill, i'd like to challenge International journal or conference.)

 

my plan is as follows :

1. make TOEFL Score to 100

2. publish the paper to International Journal

 

can i realize this plan until deadline?(Dec. 2015)

i don't know how to enter the foreign Graduate School because all of peoples around me aren't Interested in that. HELP PLEASE!
