the world we are living up right now is not
made of cities or cities are not just world 
since society according to civics is world
according to history and geography sociolistically
one cannot judge society by cities
       there are far more things in society
to judge . if we want to judge society we have
to judge it by it's culture (both cities and
villages). and again when we speak of culture
people go to rural areas which is also not the
way to judge the characteristics of the society
but what is the way to judge the society is
mean the total average of all places ,the culture
we talked about before the character and economy
of all humans living there it's out skirts
their languages , the number of languages and
population including tribals and all other 
thing in all other factors we spoke ,will speak
and not.
       let us take few examples on the way in
which finds the characteristics  of that society
like consider our current chief minister chandra
babu naidu nara when he was c.m. 10 years ago
he developed hyderabad with his heart and soul
also thinking it will develop his state along with
the state's state(including andhra pradesh and 
telengana ),he also thought that cities development
is improvement of characteristics of society
but the state's bifarcation resulted in
failure of his thought and his thesis just like
above thesis is failure.
          so i conclude by mentioning characteristics
of society is not based on cities but state 
country or area on all even the whole world
if required.
