Which of the two GRE Scores is better for a PhD application?

Hi, I want to apply for PhD in Electrical Engineering. I have a B.tech in EE with a CGPA of 7.4 and two conference papers. I have two bad GRE Scores. I want to which of the scores has better chances ?

Score 1: Quant -166, Verbal -139, AWA -3.5

Score 2: Quant - 159, Verbal - 149, AWA - 3

Thanks for your suggestions in advance.

Dude, what are you even talking about?

OP, both of those verbal scores are going to raise eyebrows, so I'd exclude that from your calculus. More importantly, 159 is very low for engineering programs whereas 166 is good, so the obvious answer here is to submit the first one.
