Here are my statistics

5th and last year Integrated masters (Bachelors + Masters) student in Indian Institute of Technology, India (reputed) - Electrical Engineering

OVERALL GPA: 8/10

Major GPA: about the same

GRE: 327 (Q 168 V159  AWA4 )

Research: Started doing research in 3rd year, 1 first authored paper in a leading conference, writing 2nd but decision won't be available while applying, 1 summer internship in Canada, strong LORs

Award and Honors:  Institute Research Award 

current list of school: all PhD

Purdue

UT Austin 

UCSB

UCSD

U Chicago (IME)

UCLA

Your GRE score is Good. GPA 8/10 would be roughly equal to 3.0 - 3.3/4.0 which is a bit on the lower side. Your publication might make up for the low GPA if it is an important paper. You have a good chance of getting into UCSD and UCSB, a fair chance for U Chicago, Purdue and a slim to fair chance for UCLA, UT Austin. Your low GPA might be a problem for UCLA and UT Austin. And finally, most of the members of the admission committee at U.S universities would not be familiar with IITs; the reputation is not global. So that will unfortunately not help you. I am sorry!

IIT's are supremely well known ESPECIALLY in the EE domain. Boasting an intake of 1 in 60, they're harder to get into than the top schools in US. It appears that The Dark Knight is amusingly ignorant of this fact and hence can't vouch for the admissions committees at all. Do not underestimate them, they are fairly well-versed with Indian applicants and their universities. If you've done your homework, you'll have noticed that most active Indian research faculty members at the schools you're applying to are predominantly from the IIT's as well. More power to you! Good luck on your application.
