Any chance of getting into the PhD program in Biomedical Engineering

Hi,

I am wondering what are the chances of getting into any Ph.D. program in Biomedical Engineering or the related field. I have a very poor undergrad GPA (2.77) and a moderate master GPA (3.7). I have two publication listed as the first author ( impact factor:13~15),12 other publications listed as the co-author and one book chapter listed as the first author. I have four years of experience working as a research scientist in the industry and also an internship opportunity at a top-tier hospital. Thank you!! How can I find Professors who are willing to provide Ph.D. scholarship and have an open spot to accept a new student? Any recruitment source? Thank you!
