Is it a distinctive factor in top schools, where their budgets are very high?

Greetings all, I am currently working as a graduate assistant in the best university in my country. The university is willing to send me to a U.S. university for Masters and Ph.d and fund me fully (tuition and research). Does being fully funded help my application, specially in top unuversities?
