Thank you for your reply. The other problem will be the reference letters. I dont think I will be able to ask my professors for more letters.

I took the GRE exam on 11/11/2014, and I scored 164Q, 141V and 2.5W. I am applying for PhD programs in Electrical Engineering: I have applied to: Iowa state University. George Mason University. Northeastern University. Akron University. and in Canada Queen's University. Carleton University. Concordia University. my GPA in the master program is 3,57 and I have published one conference paper in a very strong conference in my field. plus I have a journal and another conference paper still under review. I took the IELTs and I scored 7. my question is do I have a good chance to get a scholarship in these programs. Plus I was always dreaming of getting the admission in a big university. Should I apply to other higher ranked Universities. What do you think?
