    If you have an offer from the school of graduate studies, the department deadline is moot and arbitrary. I highly doubt the offer will be rescinded. It sounds like they have another qualified candidate but not enough funding. Too bad for the other guy. It is completely reasonable to wait for a visit. However, if I were you, I would simply skype with the supervisor and some of his or her graduate students and accept asap. it is only a masters, 2 years goes by fast regardless of whether or not you get along with your supervisor.

    Your SSHRC application was forwarded to the national competition by your current university. It is still possible that you won't be funded. In fact, many otherwise successful applications have, in recent years, been declined only because there was not enough funding. 
     
    you may not be admitted to a graduate program for a number of reasons. apart from your grades and the quality of your application, your program might simply be competitive. A graduate fellowship would certainly make you more appealing to potential supervisors but it wouldn't guarantee your admission. 
     
    I think that you can defer SSHRC by one year.

    the adcom might be waiting on a POI to agree to supervise you. This could take time as the POI balances budgets and weighs potential applicants. If they are busy or lazy, it will take even longer.

    i usually wear worn out jeans with crotch holes darned shut by my girlfriend with some nature-y t-shirt. sometimes I wear a button down shirt. no one seems to care - especially given how my supervisor dresses...but i am an ecology grad student...hehe.

    Your opening paragraph is really negative and I could not read beyond it. You have only 500 words to explain yourself - speak only of yourself using positives!!!!!!
     
    I suggest first writing an outline of what it is that you wish to convey. Here is an example:
     
    I am interested in...therefore I'd like to...Graduate school would help me achieve this...how...The department of...at...is the place for this because... I have excellent preparation because...One example of my perseverance and dedication to academia is how I completed my undergraduate degree in spite of ...these circumstances...While these undoubtedly impacted my GPA, I have...this experience... and these accomplishments.My life goal is...Conclusion.

    you should be able to describe your own interests and not another person's. In my POS I wrote
     
    "My M.Sc. research was influenced by a theoretical paper, which I read as an undergraduate, on the.... It inspired me to learn ... so that I could test the hypothesis that..."
