I would definitely try to finish a master's program first.  Explain why your GPA is low in your personal statement.  As far as LORs, get people who can speak to your academic performance and potential.  Don't include somebody just because you have a good relationship with them.  Although that is important, grad schools want confidence that you will be able to succeed in their program.  Above all else, don't get discouraged! I talked to someone at The University of Northern Colorado, regarding their School Psychology PhD program.  Apparently, the faculty is reviewing applications either this week or next. I'm getting anxious!
