I just received an offer to U Penn and am so enormously relieved/happy! Hopefully this is a good news week for everyone. 

I'm also not Australian but I have some experience with paying worldwide income tax (to Canada) while in the US. This is not for my student stipend since in Canada, grad student stipends are **not** taxed, unlike in the US, but I also have experience with actual employment related income. 
For Canada, employment income is taxed in Canada but they will take the amount paid to the IRS (United States) in consideration as credit against any tax owed in Canada, so that you are not double-taxed. For example, if it turns out that I owe and paid $2500 in taxes to the US, but if I calculate my Canadian tax owing, it would have been $3000, then I only pay $500 in taxes to Canada. 
So maybe there is something similar for Australia too. You mention the foreign income tax offset---that's what we call it in Canada (well replace "offset" with "credit").

I would not use the word "exciting" to describe the last three weeks of my life waiting for this haha

I'm out of waiting purgatory! I was shocked to open my e-mail and see an e-mail from my POI at Vanderbilt telling me that I've been accepted. Three acceptances and one rejection is a much better outcome than I dared to hope for.
Good luck to people still waiting for news! Official notifications from Vanderbilt haven't gone out yet, so if you haven't heard yet it could be that your POI is just a bit less proactive.

It would be nice if this topic would get back on the rails. Honestly, most people are here to discuss the application season, results, etc. Nobody really cares about this petty argument. Take it to PM, please.

Emailed the Brandeis program director to ask about timing of decisions and received the following:
  The short answer is: very soon. We have a deep, diverse, and strong applicant pool; a limited number of fellowships we can offer in the first round (though we almost invariably do admit a few people from our wait list); and a robust committee and faculty review process. So please stay tuned.   Not even going to begin to try to quantify what "very soon" means, but if it helps anyone, there it is...      

I mean of all the people who applied, this historian bothered to send you an email, probably because they're a decent human and thought your work was good - academics are not all just robots / I really don't think Stanford professors are sitting around sending out fake-comfort emails to potential grad students.

Meh, I'll take what I can get. Whatever helps me sleep at night, right?

If you cannot make the visit, keep in mind the alternatives: phone conversations with ABDs, Skyping with other graduate students in the department, communications with international students, chats over beer/coffee with alumni in your area. 
Also, please keep in mind that one of the most important questions--is the professor who is going to supervise your quals and dissertation committees going to mentor you--cannot be answered in advance. Those who know the answer (the professor's colleagues) are not going to tell you the answer until you figure it out for yourself and you have earned their trust.

I also had an interview with UPenn and my POI mentioned that they were only interviewing a small group, that they wanted to make sure they were offering the spots to people who were a good fit, and that offers will be made early-mid Feb. Traditionally Penn makes offers slightly later. Hopefully good news is coming! 

Follow these steps after doing w/e you have to do for the day.
 
1. Go for a nice long walk (3+ miles).
 
2. Make yourself a nice dinner.
 
3. Pour yourself a glass of your favorite wine (beer, scotch, tequila, w/e)
 
4. Pour yourself another.
 
5. Don't go near a computer.
 
6. Chocolate and netflix.
 
Repeat til you get news....

Update from Wisconsin Madison - I just received an offer via email from the DGS. It's a great fit for my work so I'm very happy - it looks like this is a week for hearing back.

Long-time lurker here. About Chicago: according to one of my POIs, admissions were cut in half this year because the department admitted too many people the last two years. I was offered a funded masters a few days ago – in lieu of the PhD – but haven't received official notice. That doesn't necessarily mean anything, though. Some POIs are just not as communicative about the status of your application as others are. Case in point: was just accepted to Columbia via the portal. No word from my POI. Don't lose hope yet!
