In regards to interview, not necessarily. But be aware of programs that give you admission without conducting interview.  They may not mention funding at all in the informal acceptance email.

I know two guys got in PhD program two years ago but neither got funding.  They self funded in the first year.  Not sure whether or not they receive stipend or some other forms of funding after that.

any news from wisconsin madison? I applied to the Educational Psychology Phd program. Well, from Results page I can see they usually send out interview inventation on late December, so I am pretty sure I will get rejection email on Feb.
