I had one last year and one so far this year. Both times it was explained to me that getting a phone interview means that you meet all the requirements on paper, but the PI wants to ensure a good research/mentorship fit before spending time and resources bringing you out to the in-person. So the questions I was asked were mainly about my research goals/my dream project etc. I didn't feel like I was being tested on my qualifications/rehashing my CV, more just having a two-way convo to determine if there was a possibility that we could have a mutually beneficial mentor/mentee relationship.

I know that official invites have not yet been sent out (to my knowledge, sorry just an undergrad lol- these things aren't always discussed in the open). Here is my best guess (based on current grad students and what I've heard): Most are aiming for January 9th-10th to send official interview invites. Classes begin January 9th, a Wednesday. Clinical faculty also meets on Wednesdays so I imagine the interview invites would be sent either that day or the next.

Also 0% an expert, but I would agree that all else being equal, a research position is more relevant for a PhD. With that said, when I was deciding what to do after an unsuccessful admissions cycle last year, one of my mentors told me that it's completely valid to take a higher paying job that is not as relevant. As much as we like to pretend we live and breathe our careers 24/7, there's more to life than research...and money usually helps improve those things  And with something like being a psychometrist, it's clearly still related to what you want to do. If it's in an academic setting, you might even see if you could find a way to volunteer some time to get an authorship/poster with a PI in your department. I personally ended up sticking in a research position, but I have to supplement my income with a part-time higher paying job to live life comfortably.

What school is this?

Yes, I was clinical and my status changed. However, it went back to "under review" after like 20 minutes of being "reviewed". I am wondering if it was perhaps a clerical error.

UPDATE: I just got a call from UCI -- they explained the situation and invited me to the interview on Jan 13-14. Never mind! Thank you for your thoughts, @buckeyepsych!

I had one last year. I was asked to elaborate on my research experiences and to speak specifically about research questions I would like to answer. They also talked about themselves as a researcher/mentor to determine if we sounded like a good match. And ended with the usual "Any questions I can answer for you about myself, the program, or <insert city>?"
