Grad EE: USC vs ASU

Hey everyone, I just wanted to have a feq queries answered here. So I have been offered admissions in USC and ASU in the graduate schools of Electrical Engineering departments with the aim of graduating in Power Engineering. Could anyone who has attended the grad schools at these places tell me what would be a better place for me given that I don't aim to pursue PhD later on. Moreover, the cost of living in Tempe and California? I need to narrow down very soon so any help would be useful. I would be attending as an international student so the cost of living and the opportunities during and after masters hold great importance to me. Looking forward to enlightening comments. Thank you.
