I hope so, I think universities must try to fill positions first with national students, don't know. It is strange because no PhD website displays that type of information.

Thank you for the answer! I found the same results, I was looking, or trying, for other GradCafers that did not published their results and might have an idea of the potential dates of contact. In fact something interesting is that all results we both found, are from american students, I don't know if Universities have different times of response for international students. By the way I am a Fulbrighter awardee so I have no deal directly with my applications, IIE did it.
