2 GRE Scores Equally Bad - Submit One or Both?

How can you only submit one score? don't you have to submit all scores? -
I also have a Masters from London School of Economics and Political Science (however, I did not do too stellar)....is there any shot I could get into the Columbia MPH program?

I had a friend who got her GRE score waived for Columbia MPH. Does anybody know what the options for this would be? What would form a good argument to ensure this would happen?
