Yes! It is very easy to set up a blog site. Wordpress.com is a great place to start. The main thing is having something to say or show to the word. Something more involved than what twitter can handle (use twitter to advertise your blog). You don't have to post everyday, but content, in my opinion is key. You can check out my blog.
