I applied for PhD in Civil Engineering (Structural) in the US and in the UK. I am an international student with a US Master degree in Civil Engineering.

In Geotechnical Engineering I would say Columbia. Take a look at the US News Ranking of graduate school in Civil Engineering of 2013. http://grad-schools.usnews.rankingsandreviews.com/best-graduate-schools/top-engineering-schools/civil-engineering-rankings

It depends on the specialty area...It seems like Columbia is good for Structural Engineering and NYU-Poly is recognized in Transportation Engineering. But I could be wrong...

Hello!, ...a week ago, I received an email with the acceptance to the PMP Civil Engineering program of the University of Washington. Then, in order to apply for the Chilean Government Scholarship, I requested the official acceptance letter. When I received the official letter I get suprised when I saw that the letter said "Geotechnical Engineering PMP program", even though I chose Structural Engineering in the application process and my whole research/teaching/work experience is in Structural Engineering!. Anybody now something about their PMP program?, I will be able to change my specialty area once enrolled?, any thoughts? Thanks!.

Yes, I sent an email the January 31th asking when the department begins to send the admissions results for the MS in Structural Engineering, and they just answer "Next month sometime".
