UPenn Bioengineering vs MIT Chemical Engineering

Undergrad Bioengineering major here interested in biomaterials and drug delivery type topics. While MIT obviously has Dr. Langer, outside of this, are there inherent differences between these schools or programs that you guys percieve? Furthermore I am hesitant about entering a chemical engineering program from a Bioengineering undergraduate. Just looking for some more opinions on the matter, thanks for the help
