Definitely a fair point. I feel like if you've lived/worked/studied in DC before, going somewhere else (whether Boston or Bologna) is more appealing than heading back to the District. That said, I would agree that if you've never spent time in DC, built a network there, or experienced what Washington has to offer it'd be a tough choice.
But as people have already mentioned, Boston is a hotbed of innovation and education (and the intersection between these two concepts is incredibly exciting).
