Top IR program with mediocre GPA

I Intend to study IR with a focus in east Asia and the Pacific economies. I intend to remain in the state dept working on economic and trade issuues in the region. -
Hi all, I am wondering what my chances of get into a top IR program are and what I need to do to increase my chances of getting into one of these top programs. Since graduating from college 4 years ago, I have taken a graduate course in public admin and received an A. I would really like to attend the WWS, Georgetown, SAIS, and Fletcher. My stats: Cumulative GPA: 3.0 Degree GPA: 3.4 Degree: Econ Work Experience: 3 years in U.S. Department of State handling a regional economic trade portfolio and detail tours in various U.S. Embassies.
