You should send the second set of scores. You just want to avoid strong negative signals. 3 on AW is 11th percentile where as 3.5 is 30th percentile. 30th won't stick out as much. Also for Econ you are competing with a lot of international students. I would think 49th in verbal probably doesn't stick out as bad in comparison.
I'm not sure about master's funding, but I would think a lot of the 2nd tier ARE schools give decent funding (probably not 17k). Here's a list you should check out:

Ohio State AEDE
If you work hard the 1st tier PhDs should be within reach. Though I don't think many people would call University of Washington top tier for ag and resource.
