I know for a fact that Wake Forest admits program-wide and does not require people to name specific professors. It's good to give a general idea of what you're interested just because they want to make sure they aren't admitting 13 cognitive people when they only have a couple cognitive faculty members, but you don't have to be too specific with that either.
Source: I went there and this is what the DGS told me.
Wake Forest had been going through and offering acceptances. The first round probably isn't all out yet but most people who eventually accept the offer actually came in off the waitlist. Lots of people apply and then turn it down for PhD programs; people get in all the way through April.
I know for Social Psychology that Duke will be interviewing 5 people on January 30-31. I am not sure how many spots there are and whether all 5 invitations have been extended.
