You should email Brandon yourself to check your situation, but I am pretty sure the 3-year funded fellowships are now only funded for 2 years, regardless of where you are at in your PhD. Again, check your own situation, maybe I was placed in a different category when I filled out my survey.

Bad news guys. I just got this email from Brandon: The Fellowship period is independent of your academic schedule. Brittany is correct, because of the 2013 Sequester, original funding amounts will be 'less one year'. This is why we asked specific academic year questions in the survey you responded to in March. M. Hi everyone, Been following along for a while, just now chiming in. Also waiting to hear about the transcript conundrum. Are we going to lose one year of our funding because of the delay? I didn't read anything about that and am a little confused based on the previous post. Anyone else have an idea? Thanks.
