No... I did not get any letter

Hi everyone, I just get a letter from the department of Computer Science of UT Austin. It says they are "recommending you for the admission to the graduate School at UT Austin to pursue your PhD" Also, they invite me to their GradFest event for admitted doctoral students. Do this just a general letter for each applicant? Or, does it mean that I am accepted? Please kindly tell me! Thanks!
