I was admitted to the SAIS MA IDEV program in DC. I'm not sure about all concentrations being set in stone, but I am under the impression that IDEV is. I went back to my application and copied this straight from the page where you indicate your program of choice:
"MA Applicants: The International Development (IDEV) program has capped enrollment. If you are interested in this program, you must list it as your 'first choice' on your application and select a second choice concentration. MA applicants cannot choose a capped program as the second choice."
You should email admissions and check with them which programs are capped, as well as how difficult it would be for you to switch into IDEV if that is truly what you want to be in.
