hi gradstu37, the same thing happened to a student a year above me. I think they do it because they think your proposal might be a better fit for that program. As far as how that helps you in terms of funding, I would assume that depends on the program requirements and criteria. I hope it works out, all the best!
I haven't heard anything since the transcript request either. I also haven't heard anything about my NSF proposal- I am hoping that since the political science program at the nsf is different from the cultural anthropology grant program, they do not necessarily share the same timeline.
Maybe I'm being too hopeful
IMHO, it would be much easier on all of us if they sent us rejects via email too round the same time. So I don't come home everyday and frantically search for a slim white envelope!
