yes there are some awards you are automatically considered for. For rest you need to write to the department/program manager for your program. Do write in to them seeking answers to your scholarship/funding queries. you may have to apply separately for them. they would be able to tell you that.
my program also commences in sep this year.

you posted earlier about the placements in UNC..can you send across the link please..i can't find the placement statistics anywhere..
also, seems the univ has not offered fin aid to anyone..in that case is loan the only option..am not sure if the univ offers loans to international students..
yes..you can write to the department..the graduate coordinator asked me to contact prof for assistantships..TA s first round has been sent and the prog director said normally they do have some turndowns...so we can still expect some good news!!..
