No real new info but:
I called them just in case and they just said "around early April". I asked is that just based on the official line (but more nicely) and they said "basically that's the only information I can give you".
Overanalyze away. It's around early April now, but so is the 10th... I'll be awake at 5:55 whether I want to or not.

Is this amount of time for maintenance normal for the day they're announced? Do they usually have windows that big for other scheduled maintenance?
Considering the change in due dates, I think anything is possible--including later than normal announcement dates, as long as they're in early April.
The long window sounds like an upload thing to me. The reveal will presumably be quicker? I know nothing about the Internet. It's dimly possible that if someone called or emailed them they'd tell us what the maintenance is for.
The earlier (non-reveal) website down may not be for uploading results at all; it could be coincidence because we check more now or just another NSF program with similar but offset announcement dates. Unless someone knows that's why.

I contacted them through the website form, and they told me that people who have been disqualified for formatting or late submission have already been notified. People who are disqualified for eligibility reasons will be notified in the future, maybe in February. I assume if they missed a formatting issue and a reviewer notes it, you might still get disqualified, but hopefully then at least you'd get comments.
People on here are sometimes really unpleasant about disqualifications (e.g. "if you can't follow basic formatting instructions, you don't deserve it"). If I were disqualified, I might not want to deal with that on top of rejection, so I bet that's one reason why it's hard to find out when people received notice!
