I am an international student and I had my interview over the phone, but it could have been done via Skype. Also, as Chris said, everyone has to go through the interview process.

You should expect some technical questions as well a non-technical. They might tell you to read a chapter from a book, and these are where the technical questions will mostly come from

I applied in October and got an interview in November, which lead to my acceptance soon after.
