How does one go about finding housing as an International PhD student. The University is Notre Dame and I am presently not in the country. What are the pitfalls to avoid while online housing search?

I dont think it ethical for you to continue PhD just as a way of staying in the country till you find a job in industry. There are many students , even on this website that are working besides their disadvantages specially those from third world countries so that they can get into a PhD program and actually contribute to scientific research.
You should probably apply for a OPT it gives you 90 days to find a job and you should spend those looking for one full time...

Hey, could you share your profile details? I applied to the same field and program in UCSB and never heard from them , just wondering what they were looking for.
I would say go for UCSB for breadth exposure, UPMC might limit your future options to only medical images.
If you are sure medical images is all you want to work on, I would say consider the funding. Cost of living is higher in Santa Barbara vs Pittsburgh. California might be a tech hub, but for medical imaging positions specially research internships , cities like Boston are right up there so proximity to Silicon Valley should not really be a factor for you.

I don't think the program title for a PhD matters a whole lot. Ive talked to a few PhD graduates and Ive been part of conversations with PhD grads and senior researchers. PhD grads often introduce themselves by one of two things, the university or their thesis topics. In conversations what they get asked most is who their advisor was. I'd say look at the advisor and see the quality of the work his students under other program labels have done. The accomplishments of the students if consistent speak volumes for the advisor.
A definite con of this approach may be limiting your options in advisors going in. Many students that join PhD programs actually take up a different advisor than they initially planned to since you dont have to do it until a couple semesters in.

Maybe target a few companies who you would like to work with and check if there is a certain pattern to their recruitment, Like Microsoft consistently hires more people from university of Washington than any other. If theres a healthy variety in your target industry with the jobs you like, you should be good with university that has the best environment.

I think if you are able you should visit both campuses. I know this gets left behind alot but even its a research masters is atleast 2 years of your life. If PhD its more like 5. The locations and the very feel of a campus and its students is unique. Go where you would enjoy your time well. Your performance in the degree will also benefit if you are happier!
My opinion is based of my research masters experience. Ive chosen my top PhD uni based on research school, past graduate students and several hours of campus videos ( even corny student union ones).

So, Ive been offered an unofficial position for a PhD at my first choice university by the admissions director. The official letter is supposed to come from the graduate school. Does anyone know what the odds of graduate school's approval for this?

ASU seems to be above rest of the moderate ones from what I know of its industry reputation as well as as research standing of the cs department.
might as well try for new york university if you are already trying to Stony book and UIC ( tandon will be easier to get in compared to courant)

strong research culture in what though? There's over 20 distinct research focuses for ms faculties these days. best to go with programs that have good reputation in the field you want, since they are more likely to have best professor and facilities in the same.

B.Eng in Computer Systems Engineering - 2:2 i.e 3.0 GPA
Worked 2 yrs as a trader so unrelated field but was fairly successful at the job.
Msc in Computer Vision, Distinction Perfect(4.0)GPA
GRE : - Q:162, V:157 : A: 4.5
Not very impressive overall I understand. I am looking for decent schools not aiming for the top ( although I am applying to two top schools just coz Ill kick myself if I didn't even try)
My area of research interest is in Biometrics( Face/expressions) and Surveillance/Human behavior analysis. My Msc supervisor is impressed with my work and has been very active with providing me recommendations.
Any suggestions guys?

Just be honest and tell your immediate superior that this will shape your career better. Don't inform them until mid-April though I would suggest. I did it when I went for my masters degree. I only worked there for less than two years but I got promoted twice so they knew I had some very high ambitions. They even offered to have me join back after the masters If I would like to. Maybe yours won't be as understanding but when its mid-may you've barely got a one month salary to lose if they fire you right away. Mine was a trading firm, which worked quite like a law firm in regards to how it works and the management style.
