[Master GPA for phd Application]

Hi,

I am currently a USC master student major in Mechanical Engineering and my current GPA is 3.67/4.0 which is considered as a low GPA as my friend. I am planning to apply for the phd program with this GPA and 3.75 undergraduate GPA. What kind of school is the most appropriate for me?
