Chicago's two best ML faculty - John Lafferty and Rina Barber are both leaving. Unless one of these 3 new senior faculty is a respected ML person, you'll struggle to find a good advisor there. It's also a very theoretical department, which isn't great if you want to go to industry and/or be applied. You also mentioned the city is important - Hyde Park is pretty far from anything interesting in Chicago (and very close to some dangerous parts), although Chicago is certainly bigger than Ann Arbor.
IMO, Chicago's higher ranking relative to Michigan is more a reflection of the historical status of the program than its current state.
Is Rina Barber moving? I have just met her and nobody mentioned anything. I know Tracy Ke is moving to Harvard.

So for ML go to Michigan? Even though Chicago's reputation is better than Michigan's? Chicago told us during visiting day that 3 senior faculties are coming next fall. How about if my plan is to go to the industry after?

Anyone here has any opinions on Chicago vs Michigan PhD? I would want to do research in machine learning and the city I live in is really important for me. I love both coding and theory.

I am in the same shoes as you. I got accepted to UChicago, but I am kept in the dark by my own department (Michigan).

Unfortunely, it was not me. I don't think they will make me an offer based on their reactions. They mainly asked me about my upper level math and stats class. They were interested if I took a notorious hard grad stats class, which I didn't.

I am a current student at UMich. @NumStatsI haven't emailed them, but I have asked around (unofficially). @jswizzle48 Possibly (until they get enough people who accept their offers). I have been told to be patient and a new wave of offers should come soon. My guess is next week before our spring break.

I heard that Umich has waves of offers in the order of desirability. As soon as other people decline Umich offers, they will send out a new wave of acceptance. This happens, when Stanford & Berkeley release their admissions or when people decide to go to others schools. Don't lose hope. I believe I am waitlisted(?) as well. I hope we all can get in.

Does anyone know how many are accepted/waitlisted to CMU Stats PhD? I got on the waitlist, but I don't know how much hope should I have :(.

CMU has just closed their waitlist. I have decided to go to UChicago and decline Purdue and UIUC. Best of luck to everyone! It was a stressful period of time, and now I can focus on more constructive activities.
