I called as well just now. If your application has already been reviewed, you will hear in the next few weeks. My application had not been reviewed yet so the woman said i would hear back by march 1st which means i could hear any time between now and march 1st. I am sure if I called tomorrow and my application had been reviewed already she would have told me I would hear in the next few weeks. Seems like she's giving pretty consistent answers its just based off if your app has been reviewed or not.
