Haha, congratulations for you not needing to pay tuition! BTW, what's the definition of a ''unit''? Is that a set of courses? Because if fees of 36 units are waived per year, you can take 36 units one year for free! That will be a huge welfare! Of course a PHD candidate doesn't have so much time for courses especially in high year, still it can provide many learning resources for you!

I suggest that you can contact some professors whose research interests are fit to yours and ask them if you are qualified. You can start with top50 schools in Stat major. That would cost your some time though.
