This is honestly impossible to answer, at least as far as Europe is concerned, because there are 45 countries and each of them has different laws, different school systems, rules, prices, etc. If I were you, I would focus on just one country and start looking for information or asking people from that country, for example, on Reddit etc. And to answer your question number 3, yes, it definitely is worth it, but it might not be as easy as you imagine.
