Well, 11:59 PM Eastern is only 8:59 PM Pacific. So the messages coming out at 2 AM Eastern would be coming out at 11 PM Pacific. For what it's worth I got the initial message from Z-Fellowships at 2.59 PM Eastern. Being Category 2, direct application, and surname beginning with D, maybe I'll be in the first batch. This is my first application, so it's a learning process for me.

I shudder at the thought about what would happen if the Budget Vote is defeated in the House. These greater opportunities with larger sums of money get dashed before they can occur. Makes me wonder if the funds will appear from elsewhere.
