I don't think it's possible to figure out the odds at this point. Part of it must depend on which council is considering you for a CGS-D alongside how many applications were actually forwarded to Ottawa by each institution. We're all subject to the tri-council quotas, but that doesn't mean that each institution would have maxed out each of their quotas this year.
I'd say the odds are good at this point, at least compared to what they were before you got that email. It would be nice if there was any information about this. I can't believe how obfuscated this whole process is despite the number of people in Canada who have personally had to endure it. lol
