I am also a PhD student, but in electronic engineering, in the fifth year now. I had similar problems as you described (no effective supervision from supervisors, don't have publications), and I ever attempted to change supervisors by emailing the department of the school, but my supervisor did not want me to leave the group, possibly because this could affect their reputation. They told me that I had got enough experimental data, and could write up the thesis and register for viva. So I am now writing up the thesis and also doing more experiment to make thesis more convincing. You may ask for help from the project coordinator in the department you belong to, but once you reach out, your supervisors will be informed by the department that you want to change supervisors, and the relationships between you and supervisors will be broken.
