I was actually in Columbus at the same time as the Arnold Expo....that was an interesting experience, haha. (For those unfamiliar with it, it's a big bodybuilding/sports event started by Arnold Schwarzenegger.)
I think they would accept more because there are multiple funding options. You can also be on a fellowship or a RA (with money from your PI's grant), so I suspect there would be an incoming class of more than 2 students. They hired at least one new professor, I think.

He said about 20 people were invited to come interview, for 5 spots.
