Agreed. The "only ranking matters" mindset is the refuge of frustrated academics. Good work gets noticed. Always. Correlation is not causation. Low ranked programs feature a lot of low ranked students. They also feature some really good students. High ranked programs feature a lot of high ranked students. They also feature some low ranked students.
I've got (barely) a little more info on Temple funding. Message me - don't get your hopes up, though. I don't have any useful information about funding, just a general sense.
A round-about option would be to look at the AHA's dissertation directory: http://www.historians.org/pubs/dissertations/index.cfm
You can google the names of those who've completed dissertations in recent years and see where they wound up.
Decisions at Temple were made on February 15th. I'm in, but they haven't sent me anything officially. No reason to think you're out if you haven't heard.
