I heard back Columbia EE PhD too. I am one of the people who posted admits on Jan 7. I guess the decision time pretty much depends on POI. In my case, I sent an email to inform the POI that my application was completed and I would be glad to be considered for a position in his group. He arranged a phone interview the day after the email and unofficially accepted 2 weeks later from the interview.
