I wish I could understand what happens inside of a department when it comes to this...some people have been accepted already, others waitlisted, so does that mean that the remainder of applicants can assume a rejection?

There are several factors that make not getting into grad school a really depressing reality - the most significant is what to have as a contingency plan.
