Here is what the email says: "Congratulations! If you are receiving this email, you have been recommended for an EPA STAR Graduate fellowship from the 2015 STAR Fellowship announcement. IMPORTANT – You have not been awarded the fellowship, only recommended. Until you have official award documentation from EPA’s Grants office please refrain from making official announcements about your award recommendation. Please respond to this email with either of the following response options: – Yes. I accept the offer – please send further information to start my funding package process – No. I must decline the offer at this time because: - I have finished my graduate program - I have secured other funding - I have graduated with my degree If you have any questions, please feel free to contact me. ============================ M. Brandon Jones"

Also received a recommendation for award around 5 pm- in D1.

From Brandon Jones: "We are finishing up the second phase of review (this week) and will be moving to make decisions shortly after that. With the holiday, it may be at the first of the year."
